For me, the ultimate aim for information (including data) management should be to help unlock - and aid the harnessing of - the value of data as a resource for individuals, for government decision making, for researchers etc (while, at the same time, fully honouring the privacy and other rights of those who provided the data in the first place).

Just as, eg, a natural resource can't be harnessed if the cost of extraction/production is uneconomic, a significant element of the challenge for data and metadata management is addressing the efficiency and effectiveness (including quality) of production - in addition to supporting subsequent discovery and use of that information resource.
